
YAMAN din lang handa naman humarap sa pagdinig ng Kamara si former President Rodrigo Duterte, inanyayahan ng quad committee ang dating lider ng bansa para sagutin ang mga paratang na ipinukol hinggil sa extrajudicial killing at reward system na kalakip ng giyera kontra droga mula 2016 hanggang sa bumaba sa pwesto noong 2022.
Ayon kay Surigao del Norte Rep. Robert Ace Barbers na tumatayong overall chairman ng quad comm, pinadalan na ng imbitasyon si Duterte para sa susunod na pagdinig.
“Nagpadala na kami ng imbitasyon kay ex President Duterte, kay Senador Go at Senador Bato,” ayon kay Barbers, kasabay ng garantiyang ibibigay ng quad comm ang nauukol sa respeto para sa isang dating pangulo.
Hindi naman obligadong lumutang sa Kamara sina Go at dela Rosa dahil sa umiiral na “inter-parliamentary courtesy” sa pagitan ng Senado at Kamara.
“As for the senators, of course, their names were mentioned. We want to give them a chance to respond to the allegations against them so that we can be fair,” ani Barbers sa testimonya ni retired Col. Royina Garma .
Samantala, inanyayahan rin ng quad comm ng Kamara ang mga opisyal ng Commission on Audit (COA) upang magpaliwanag kung saan napunta at paano naubos ang intelligence fund sa administrasyon ni dating Pangulong Duterte.
Suspetsa ni Laguna Rep. Dan Fernandez, chairman ng House Committee on Public Order and Safety, ginamit ang intelligence fund bilang reward sa mga pulis na nakapatay ng drug suspects.
“We saw something there regarding the intel funds from certain months when we saw that the usage increased. So maybe that is a good point for investigation if intel funds were really used for that,” ani Fernandez.
“Basically, what you would look at there is the bulk of the money. Because in the first two months, we saw that there was a sudden increase, from the time of former president PNoy (Benigno Aquino III), then suddenly the intel fund usage increased,” dugtong ng kongresista.
Sa panunungkulan ni Duterte, naglaro sa pagitan ng P2.5 hanggang P4.5 bilyon ang nakalaang confidential and intelligence fund sa Office of the President kada taon.
“So that’s hard. The release of funds would not be too glaring because I think we can only see it with the COA if there are submitted documents pertaining to the release of funds during that time, from 2016 to 2022. So we can see how they released the intel fund during that time,” diin pa ng Laguna solon.
“Because you can see that there was a huge intel fund requested by former President (Duterte) before. So we will be asking what’s the reason behind it. I’m pretty sure we would not hear it publicly, but sudden jump of intel fund, maybe we can establish that,” aniya pa.
