NAPAPANAHON nang ibalik ang parusang kamatayan sa paraan ng firing squad, ayon sa isang kongresista.
Gayunpaman, nilinaw ni Zamboanga 1st District Rep. Khymer Adan Olaso na para lang sa mga tiwaling opisyal sa pamahalaan ang saklaw ng inihaing House Bill 11211 (Death Penalty for Corruption Act).
Sa ilalim ng HB 11211, papatawan ng death penalty sa pamamagitan ng firing squad ang sinumang opisyal ng pamahalaan na mapapatunayan ng walang bahid alinlangan sa salang graft and corruption, malversation of public funds at plunder.
Ani ni Olaso, saklaw ng HB 11211 ang lahat ng opisyal ng gobyerno – halal man o itinalaga sa alin mang sangay ng gobyerno executive, legislative, at judicial branches, pati na rin ang mga constitutional commissions, government owned and controlled corporations gayundin ang mga miyembro ng Armed Forces of the Philippines (AFP) at Philippine National Police (PNP).
“The misuse of public funds and betrayal of public thrust not only undermine the government legitimacy but also deprive millions of Filipinos of essential services, infrastructure and opportunities for growth,” saad sa isang bahagi ng panukala.
Bagamat ganap nang kinalos na ang parusang kamatayan sa bisa ng Republic Act 9346, hindi naman aniya angkop na magsawalang kibo ang Kongreso sa aniya’y malawakang katiwalian sa pamahalaan.
“Despite the existence of numerous laws aimed at combating graft, malversation, and plunder, the persistence of these crimes suggests that current measures are insufficient to deter public officials from engaging in corrupt practices,” aniya pa.
