NAIS ng tinaguriang Solid North tandem sa Kamara bigyan ng libreng ‘weather index-based crop insurance’ ang mga maliliit na magsasaka, gayundin ang nasa hanay ng agriculture at fisheries production at farmers’ cooperatives, na may kaakibat na ‘automatic payout system’.
Sa House Bill 6519, (Weather Read Farmers bill) na inihain nina Abra Lone District Rep. JB Bernos at Solid North Partylist Rep. Ching Bernos, partikular na isinusulong ang paglalaan ng P5.8-billion Premium Subsidy Fund para sa FIBCI Program sa pangangasiwa ng Insurance Commission.
“House Bill No. 6519 or the Weather Ready Farmers bill seeks to establish a scientific payout system with an automatic payout mechanism based on measurable parameters. Through this, we can ensure that our small farmers receive timely compensation, administrative delays are minimized, and there are no disputes over loss verification,” paliwang ng Solid North partylist lady solon sa nasabing panukala.
“The main beneficiaries shall be farmers and agriculture and fisheries producers or farmers’ cooperatives who shall register with their respective local government units for the particular crop or production insurance program offered by the LGU as a group policy through accredited insurance providers,” dagdag pa niya.
Nakasaad sa HB 6519 na ang payouts para sa libreng crop insurance ay ibabase sa napagkasunduan weather reference index, tulad pero hindi naman limitado sa rainfall (mm) measurement, wind speed (kilometers per hour), at temperatura (degrees).
Dahil weather index-based ang payout, binigyan-diin ni Rep. Ching Bernos na hindi na kinakailangan ang deklarasyon ng state of calamity ng nakakasakop na local government unit para maibigay ang obligasyon ng insurers sa farmers/producers.
Sa panig naman ng Abra province lawmaker, iginiit niyang dapat nang tuldukan ang mahaba at magastos na proseso na traditional crop insurance system.
“Due to the traditional system, insurance payouts are playing catch-up. Dumating na ang kasunod na bagyo o baha, hindi pa rin nababayaran ang mga magsasaka. Kailangan nating baguhin ang sistema para mas mabilis tayong makapag-responde sa pangangailangan ng ating mga magsasaka,” bulalas pa ni Rep. JB Bernos.
Ang kabiguan aniyang matulungan makabangon ang mga farmer at food producer mula sa matinding hagupit ng alinmang uri ng kalamidad ay mayroong mabigat na epekto sa food security ng bansa.
