HINIMOK ni House Majority Leader at Ilocos Norte Rep. Sandro Marcos ang mga kapwa mambabatas na bigyang-prayoridad ang pag-apruba sa panukalang Kalinga Act para sa agarang implementasyon ng programang tugon sa suliranin ng mga maralita middle class, at mga maliliit na negosyante.
“This is about protecting every Filipino—from the poorest families, to the middle class, to small business owners trying to stay afloat,” wika ni Marcos kaugnay ng panukalang batas na akda nila ni Speaker Faustino Dy III.
Nakapaloob aniya sa Kalinga Act ang mga hakbang na agarang ipatutupad ng pamahalaan sa tuwing may krisis tulad ng mabigat na hamon na dala ng giyera sa Middle East.
“The Kalinga Act is a measure designed to guarantee fast, targeted, and automatic government response when fuel price shocks begin driving up the cost of living,” paliwanag ni Marcos.
“More than an emergency assistance measure, the Kalinga Act establishes a national protection framework that allows government to act early, decisively, and in a coordinated manner—before rising fuel costs spiral into widespread increases in fares, food prices, electricity, and other daily expenses,” dagdag ng lider kongresista.
Sa muling pagbubukas ng sesyon, umaasa si Marcos na aaprubahan na ang committee report para sa isalang sa deliberasyon at tuluyang pagtibayin sa plenaryo.
“We are pushing to move this forward as quickly as possible so we can put real protection in place,” ani Marcos.
“Sa panahon ng krisis, dapat malinaw: ang gobyerno ay kakampi ng bawat Pilipino. Walang maiiwan, at walang pababayaan,” pahabol ng ranking House official.
