BILANG bahagi ng mas malawak na serbisyong medikal, inihain ni House Majority Leader Rep. Sandro Marcos ang House Bill 9327 na naglalayong isulong ang isang Mental Health Voucher System bilang tulong sa low at middle income families para sa consultations, therapy, medication at iba pang mental health services.
Sa ilalim ng HB 9327, target ng Ilocos Norte congressman maging mas accessible sa bawat mamamayan ang health care service, gayundin sa atas ni House Speaker Faustino Dy III na bumalangkas ng mga batas na magpapagaan sa buhay o papawi sa alalahing gumastos ng malaki sa pagpapagamot ng mga pamilyang Pilipino.
“Mental health care should not be a privilege available only to those who can pay for it out of pocket,” giit ng ranking House official.
“Under the leadership of President Ferdinand ‘Bongbong’ Marcos Jr. and Speaker Bojie Dy, we want a system where a struggling student, a parent under pressure or a worker quietly carrying anxiety or depression can seek help before the crisis becomes unbearable,” dugtong ng batang Marcos.
Target din ng panukalang batas palawigin ang mental health coverage ng Philippine Health Insurance Corporation (PhilHealth) sa pamamagitan ng voucher system para sa eligible members at qualified dependents na may pre-approved subsidies para sa mental health services at medications.
Paliwanag ni Marcos, sa panukala niyang Mental Health Voucher System, ang PhilHealth ay mag-iisyu ng non-transferable mental health vouchers sa qualified beneficiaries, na ang bawat voucher ay batay sa pre-approved financial subsidy na magagamit lamang sa covered services sa alinmang accredited mental health providers.
Sinabi ng House majority leader na batid niya ang bigat na dulot ng suliranin sa mental health hindi lamang sa mismong pasyente, kundi maging sa pamilya nito, sa eskwela, trabaho at komunidad.
“Kapag hindi naagapan ang mental health problem, buong pamilya ang apektado, pati pag-aaral, trabaho at kabuhayan,” aniua pa.
“This bill gives people a practical way to seek help, and it reflects the belief of President Marcos and Speaker Dy that health care must meet Filipinos where they are, especially those who suffer quietly because they cannot afford treatment.”
