SA pagbubukas ng ikatlo at huling bahagi ng 19th Congress, buong pagmamalaki ni House Speaker Martin Romualdez ang mga panukalang naisabatas sa bisa ng lagda ng Pangulo.
Partikular na tinukoy ni Romualdez, ang mga panukalang naunang inaprubahan ng Kamara, kasabay ng giit na agad na nagbunga ang pinaghirapan ng mababang kapulungan ng Kongreso.
Katunayan aniya, dama na ng sambayanang Pilipino ang positibong resulta ng pakikiisa ng Kamara sa mga legislative measures na hiniling mismo ni Pangulong Ferdinand Marcos Jr.
“We have done our homework. We addressed concerns on food security, climate change, social protection, tourism, public health, public order and safety, among others,” ani Romualdez.
“In fact, the fruits of our overarching development agenda initiatives for the past two years are now slowly being felt across the nation,” dugtong ng lider ng Kamara.
Patunay aniya ang naitalang 6.1 percent economic growth mula sa ikatlong bahagi ng 2022 hanggang sa unang tatlong buwan ng taong kasalukuyan.
“For the first quarter of 2024 alone, the Philippine economy outperformed Indonesia (5.1 percent), Malaysia (4.2 percent), Singapore (2.7 percent), and Thailand (1.5 percent),” giit pa ng Leyte lawmaker.
Maging ang National Economic and Development Authority (NEDA) ay nagsabi umano na ang growth target ng bansa na 6 hanggang 7 percent ngayong taon ay kayang maabot sa pamamagitan ng pagpapatupad ng kaukulang government policies.
“As a result, the country is expected to continue outperforming most emerging economies and expand further to a range of 6.5 percent to 7.5 percent in 2025,” sabi pa ni Speaker Romualdez.
Ikinalugod din ng House Speaker BBB rating na iginawad ng respetadong credit rating firm na Fitch Ratings sa larangan ng investment-grade long-term foreign currency trading.
“This indicates the country’s robust medium-term growth and suggests a reduced credit risk. It also states that our ability to meet financial obligations is sufficient. This can be attributed, in part, to the pursuit of priorities such as the Build-Better-More infrastructure program and investments in Public-Private Partnerships,” dagdag ng lider-kongresista.
“Malinaw po ang estado ng ating ekonomiya. Matibay at matatag. Pinag-titiwalaan hindi lamang sa loob ng ating bansa kundi maging sa buong mundo,” wika pa ng pinuno ng 300-plus strong na House of Representatives.
Para kay Romualdez, ang pinagtibay na panukala ng Kamara ay patunay lamang ng maagap na paninindigan para tugunan ang pangangailangan ng mga mamamayan, alinsunod na rin sa Philippine Development Plan at ang Eight-Point Socioeconomic Agenda sa ilalim ng Medium-term Fiscal Framework ni Presidente Marcos.
Sa first regular session noong taong 2022, ibinida ni Romualdez ang 77 “legislative measures with national importance” ang pinagtibay.
Sa naturang bilang, 58 proposed measures ang naging ganap na batas – kabilang ang Republic Act 12009 (New Government Procurement Act), RA 12010 (Anti-Financial Accounts Scamming Act), RA 11976 (Ease of Paying Taxes Act), RA 11954 (Maharlika Investment Fund Act of 2023), RA 11956 (Extending the Availment of Tax Amnesty), RA 11960 (One Town One Product Philippines Act), RA 11962 (Trabaho Para sa Bayan Act) at RA 11966 (Public-Private Partnership Code of the Philippines.
Gayundin ang RA 11967 (Internet Transactions Act of 2023), RA 11981 (Tatak Pinoy Act), RA 11995 (Philippine Ecosystem and Natural Capital Accounting System Act), RA 12006 (Free College Entrance Examinations Act), RA 11984 (No Permit, No Exam Prohibition Act) at RA 11997 (Kabalikat sa Pagtuturo Act).
Samantala, ibinida rin ni Speaker Romualdez na naabot ng Kamara 100 percent approval rating sa third and final reading ng lahat ng 17 priority measures na tinukoy ni Pangulong Marcos sa 2023 SONA.
