PORMAL nang isinumite sa Office of the House Speaker ang ika-apat na impeachment complaint na inihain kagabi laban kay Vice President Sara Duterte.
Sa isang pahayag, ibinahagi ni House Secretary General ang mga dahilan sa likod ng reklamong naglalayong patalsikin sa pwesto ang pangalawang pangulo — “culpable violation of the Constitution, betrayal of public trust, graft and corruption, bribery and other high crimes.”
Ang naghain ng impeachment complaint, isang Atty. Nathaniel Cabrera. Tumayo namang endorser sina House Committee on Human Rights Chairman Benny Abante (Manila 6th District) at Deputy Speaker Francisco Paolo Ortega V (La Union 1st District)
“The fourth impeachment complaint filed against Vice President Sara Duterte was formally received by the Office of the Secretary General at 6:34 p.m. on Wednesday and has been transmitted to the Office of Speaker Faustino ‘Bojie’ G. Dy III today, Thursday, in accordance with established House rules,” saad sa pahayag ng OSG.
“The OSG’s role is purely ministerial, confined to receiving and transmitting pleadings and documents filed with the House.”
Garantiya ni Garafil, mahigpit na susundin ng Kamara ang mga panuntunan alinsunod sa Saligang Batas.
Pangunahing nakatuon ang nasabing reklamo ang umano’y kabiguan ni Duterte ideklara ng tama ang Statements of Assets, Liabilities and Net Worth (SALNs), gayundin ang posibilidad na pagkamal ng hindi maipaliwanag na yamang hindi tugma sa buwanang sahod sa gobyerno.
Hirit ng complaint, isailalim sa forensic review ang bank records, property transfers at iba pang kaugnay na financial documents para na rin malaman kung nagawa ng vice president na maging private assets ang hinawakang pondo ng gobyerno.
Kabilang dito ang irregular disbursements na aabot sa P612.5 million mula December 2022 hanggang third quarter of 2023 ng confidential funds ng Office of the Vice President (OVP) at Department of Education (DepEd) na kapwa pinamahalaan ni Duterte.
Bukod sa pagwawaldas sa pondo ng bayan, ginamit din ni Cabrera ang pag-amin ng bise presidente na may inutusan na siyang taong papatay kina Pangulong Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos at former Speaker Martin Romualdez — “an act the complaint describes as a subversion of constitutional order.”
Panawagan ni Cabrera sa House Committee on Justice, magsagawa ng full investigation, mag-isyu ng subpoena sa iba’t-ibang financial at audit records; at kung kinakailangang ay magsumite ng Articles of Impeachment para sa pagdinig ng senado na magsisilbing impeachment court. (ROMER R. BUTUYAN)
