TARGET ng administrasyon muling buhayin ang charter change sa pamamagitan ng Constituent Assembly, ayon sa isang dating opisyal ng pamahalaan.
Sa isang panayam na lumabas sa Bilyonaryo News Channel, isiniwalat ni dating Manila Economic and Cultural Office (MECO) chairman Lito Banayo ang pulong na pinatawag ni Senador Vicente Sotto III sa isang sikat na hotel sa Maynila kung saan umano tinalakay ang planong pagbuhay ng ChaCha.
Ayon kay Banayo, hinihikayat umano ni Sotto si House Speaker Faustino Dy na pangunahan ang paghahain ng panukalang ChaCha sa Kamara. Kasama rin aniya sa naturang pulong si dating Senate Secretary Dong Mendoza.
Subalit hindi tulad ng mga dating bersyon, tampok sa bagong anyo ng panukala ang “term extension” sa hanay ng mga mambabatas.
“What was discussed… what was on the table was the move to constitute a Constituent Assembly to amend the Constitution, and apparently, from my source, the timetable is soon… it can be after the SONA,” aniya.
“First as sweetener so that both the House and the Senate would agree, was term extension for senators who will face reelection in 2028 to three year term extension, and term extension for congressmen who will have to run in 2028 because they only have three years.
“This was supposed to be the sweeteners that would convince them to agree to a Constituent Assembly to amend the Constitution,” wika ni Banayo.
Tampok din umano sa bagong ChaCha ang reporma sa paghalal ng mga miyembro ng Senado — “Senators would be elected by region which is one of the fervent desires of the Visayas, Mindanao voters… puro taga-NCR ang senador natin eh,” aniya pa.
Sa ilalim ng plano ni Sotto, gagawing dalawa kada rehiyon ang senador.
“There was discussion on whether there would be two per region which means 18 regions times two, 36 or three per region which makes it 54.”
