UMABOT sa kabuuang 288 kongresistang na kumakatawan sa iba’t-ibang partido ang bumoto pabor sa House Resolution 1562, na nagtatanggol sa dangal at integridad ng Kamara bunsod ng kabi-kabilang patutsada ng Senado.
Sa inihaing HR 1562, nagpahayag din ng suporta ang mga mambabatas ng Mababang Kapulungan para sa liderato ni Speaker Martin Romualdez.
“We express an unwavering solidarity with Speaker Romualdez and the House in the face of intense assault from the Senate in violation of the principle of inter-parliamentary courtesy and undue interference in the performance of its legislative and constituent functions,” buod ng resolusyon.
Para kay North Cotabato Rep. Ma. Alana Samantha T. Santos na kumakatawan sa hanay ng Lakas-CMD na may pinakamaraming miyembro sa Kamara, isang hayagang atake sa sa Kamara ang mga ginagawa ng Senado, kasabay ng giit na hindi lamang paglabag sa inter-parliamentary courtesy kundi isang malinaw na panghihimasok sa kanilang legislative at constituent functions.
“We denounce the confrontational tactics employed by the Senate, which harm the spirit of cooperative governance and shake the public’s confidence in our democratic processes. We call for a return to respectful dialogue and adherence to the norms of inter-parliamentary courtesy. It is imperative that both Houses of Congress work in harmony for the betterment of our people and our nation, rather than engaging in unproductive and divisive conflicts,” pahayag ng lady kongresista mula sa Mindanao.
Ayon kay Santos, batid nila sa Lakas-CMD na bahagi ng demokrasya ang pagharap sa mga kritisismo at pagkakaroon ng malayang pagpapalitan ng pananaw subalit hindi aniya angkop na sirainn ng Senado ang tiwala ng publiko sa proseso ng parliamentaryo.
“Such confrontational tactics are counterproductive to the spirit of cooperative governance. And in the face of the baseless allegations, Speaker Romualdez has exemplified leadership by guiding us in upholding the dignity and honor of our House,” aniya pa.
“It is our duty as representatives of the people to stand united in rejecting these unfounded accusations and to commit ourselves to defend the dignity and integrity of our institution,” dugtong ni Santos.
Kabilang rin sa mga kinatawan ng iba’t ibanng partidong nanindigan para sa dangal at integridad ng Kamara sa paraan ng talumpati sina Surigao del Norte Rep. Robert Ace Barbers ng Nacionalista Party (NP), Camarines Sur Rep. LRay Villafuerte ng National Unity Party (NUP), San Jose del Monte City Rep. Rida Robes ng Partido Federal ng Pilipinas (PFP), Palawan Rep. Jose “Pepito” Alvarez ng Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), Camarines Sur Rep. Gabriel Bordado Jr. ng Liberal Party (LP), TGP Partylist Rep. Jose “Bong” Teves, Jr. ng Partylist Coalition Foundation Inc. (PCFI), Pangasinan Rep. Mark Cojuangco, at Rizal Rep. Jack Duavit na kapwa mula sa Nationalist People’s Coalition (NPC).
Sa panig ni Barbers, ang sigalot sa pagitan ng dalawang kapulungan ng kongreso ay nag-uugat sa pagnanais ng Kamara na magpatupad ng constitutional reform partikular ang pagnanais na amyendahan ang economic provisions ng Saligang Batas at ang hiwalay na hakbangin ng ilang private sectors na gamitin ang people’s initiative sa mga panukalang pagbabago ng Saligang Batas.
“Our Constitution, the cornerstone of our democracy, outlines the process for its amendment. The House of Representatives, under the guidance of Speaker Romualdez, has taken steps to amend the economic provisions of the Constitution, fostering a more investor-friendly and globally competitive Philippines. This initiative, embodied in Resolution of Both Houses No. 6, reflects our dedication to national progress,” sabi pa ni Barbers.
“Yet, in pursuing these commendable goals, the House has faced accusations from the Senate. Allegations of fraudulent initiatives and misuse of government resources have cast a shadow over the support extended by individual congressmen to the People’s Initiative,” dismayadong pahayag nito.
Sa kabila nito, iginiit ni Barbers na ang kanilang partido ay naniniwala sa kahalagahan ng due process at ang tinatawag na presumption of innocence kaya naman para sa kanya, “ang confrontational stance adopted by the Senate not only breaches inter-parliamentary courtesy but also undermines the integrity of our parliamentary institutions.”
Subalit umaasa at sinusuportahan naman ni Barbers ang panawagan para maibalik ang mabuting ugnayan sa pagitan ng dalawang kapulungan na mayroong “respectful dialogue and adherence to inter-parliamentary courtesy.”
“It is imperative that both Houses of Congress work in harmony for the betterment of our people and our nation. The spirit of cooperative governance must prevail over divisive conflicts,” pagtatapos ng ranking House official.
