MATAPOS umani ng kabi-kabilang batikos bunsod ng di umano’y kapabayaan sa mandato, kinansela ng Department of Environment and Natural Resources (DENR) ang kasunduan nagbigay-pahintulot sa Socorro Bayanihan Services Inc. (SBSI) na manatili sa kabundukan sakop ng protected area sa Surigao del Norte.
Katwiran ng DENR, nilabag ng SBSI ang mga probisyon sa kasunduan – kabilang ang pagtatayo ng mga swimming pool, gym at iba pang istrukturang hindi nakasaad sa community resource management plan.
Inatasan din ni DENR Secretary Antonia Yulo-Loyzaga ang mga miyembro ng SBSI na lisanin ang ang protected area – “self-demolish their houses and to harvest their crops within a reasonable period of time upon consultation with the concerned agencies for their proper and safe relocations and re-integration.”
Sa kaugnay na balita, nakatakdang magpulong ang DENR, Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), at ang pamahalaang panlalawigan para sa tinaguriang “relocation and reintegration plans” sa 1,425 pamilyang apektado.
“The whole idea po sa approach namin is to be as humane and as peaceful in terms of this process. Kaya po nagtagal ng kaunti because we wanted to be sure that there are options available especially for the peaceful resettlement and relocation,” wika ni Loyzaga sa isang pulong-balitaan.
Bahagi rin ng direktiba ang rehabilitasyon sa mga napinsalang bahagi ng protected area.
Pag-amin ng Kalihim, hindi naging madali sa kagawaran ang pagresolba sa inilarawan niyang komplikadong kaso ng SBSI, lalo pa’t kabilang sa mga alegasyon laban sa nasabing sekta ay may kinalaman sa krimen.
“I acknowledge here that the DENR has historically had its own challenges in the enforcement of (its) mandate. We recognize these shortcomings and the importance of addressing these promptly,” dagdag pa niya.
“I believe that in uncovering the truth that lies in the history of these challenges, there lies the solution to our work. Some of these go back for decades. We want to hold those responsible accountable and Institute internal organizational changes which are already underway.”
