“The president (Ledesma) is not health-oriented… He is from the banking industry. So I need someone who can run PhilHealth with the knowledge of how health economics works,” wika ni Herbosa sa isang panayam.
Para sa DOH chief, magkaiba ang health economics sa banking and finance – “There are many people with banking or finance expertise in PhilHealth but they missed out on what happens on health insurance,” ani Herbosa.
“Let me explain about health economics. It’s something like this, if a person gets sick they don’t care about the cost. If your mother gets sick, your father gets sick, your loved one gets sick you will pay for everyone.
“The whole management of PhilHealth has to be changed. There’s a lot of reforms that need to happen in PhilHealth,” ani Herbosa.
Bukod sa pamunuan, isusulong rin ng Kalihim ang reporma sa sistema ng nasabing ahensya – “I think that there are system changes that need to be done.”
