SA gitna ng napipintong pagbubukas ng ikalawang yugto ng negosasyon sa pagitan ng Pilipinas at China kaugnay ng usapin sa West Philippine Sea, dumadami ang bilang ng mga senador na nagpahayag ng agam-agam sa isinusulong na joint oil exploration sa loob ng teritoryo ng bansa.
Para kay Sen. Grace Poe, kwestyonable ang planong pakikipag-usap ng Department of Foreign Affairs (DFA) sa China. Ang dahilan – hindi lamang China ang naghahabol sa pinagtatalunan teritoryo.
“Why China, or why only China, when there are other neighboring countries staking claim in the disputed sea?” tanong ni Poe.
“The plan to resume talks on joint oil exploration with China comes amidst the continued presence of their vessels in the West Philippine Sea. Dozens of diplomatic protests have also been filed related to China’s incursions in our waters, which the foreign government disputes,” dismayadong hirit ng chairman ng Senate Committee on Public Services bilang tugon sa pahayag ni Foreign Affairs Secretary Enrique Manalo.
Ayon kay Poe, kung itutuloy ng pamahalaan ang pakikipag-usap hinggil sa joint exploration, dapat ikonsidera ang pinakahuling jurisprudence na may kaugnayan sa maritime exploration.
“Country, constitution, civility, and transparency must be our key guideposts in any dealing with foreign nations,” giit pa ng mambabatas.
Bukod kay Poe, diskumpyado rin si Sen. Chiz Escudero.
Patunay nito ang pagkatig ni Escudero sa posisyon ng kapwa mambabatas na si Francis Tolentino sa mungkahing isama ang Senado sa pakikipag-usap kaugnay ng joint exploration.
Para kay Escudero pasok sa mandato ng Kongreso ang paglulunsad ng Senate inquiry.
Sa kabilang dako, sinabi naman ni Senate Minority Leader Aquilino “Koko” Pimentel III na kapag nasangkot ang Senado sa joint exploration talks, magkakaroon ng pagkakataon ang mambabatas na suriin ang bawat sulok ng posibleng kasunduan sa pagitan ng Pilipinas at China.
“The idea of Senate ‘involvement’ is to be endorsed. Involvement means we hear the matter so that the sun can shine on all the corners of the agreement or proposed agreement,” aniya.
