“When a Member [of the House of Representatives] deliberately engages in inflammatory rhetoric using language and content that incites violence, he commits a betrayal of the institutional integrity that this Chamber has sought to preserve. Such misconduct is not a mere technical violation. It constitutes a willful degradation of standards that have long distinguished the House as a forum worthy of public respect,” saad sa isang bahagi ng pahayag ng NUP.
- Violation of the House Code of Conduct
- Violation of Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees)
- Unethical conduct that potentially violates Article 142 of the Revised Penal Code (Inciting to Sedition)
- Conduct prejudicial to the best interest of the service.
Paalala ng NUP, “the words and conduct of a Congressman are not ordinary. They carry weight, authority, and influence. When spoken responsibly, they can inspire. When spoken recklessly, they can destroy.”
“By weaponizing his official platform to denigrate the government, Rep. Barzaga betrayed the dignity of his office and diminished the very institution he was elected to serve,” ayon pa sa partidong pinamumunuan ni Antipolo City 1st District Rep. Ronaldo Puno.
“The House of Representatives must maintain the standards that distinguish it as an institution worthy of public respect. When Members reduce themselves to social media provocateurs, swift action becomes necessary to protect institutional integrity. The Committee has both the right and the duty to discipline such conduct. The honor of the House demands nothing less,’ giit ng NUP.
“A while ago, at noon, he went into the office of the Majority Leader, he closed the door and said, ‘everybody sit down, I want to tell you about my plans for what to do with Congress,’ pagsasalaysay ng Antipolo City lawmaker, na isa sa Deputy Speakers.
‘I am running for Speaker, and then he approached other lawmakers, saying ‘You, if you will join me, I will make you deputy speaker,” kwento pa ni Puno.
“Of course everybody was shocked, but nobody reacted, the Majority Leader, of course, the gentleman that he is, he just allowed it, and then he said ‘Well why are you here?”
“For us who are there, do what you have to do. But it seems to be out of place, it does not seem to be the proper actions of a congressman,” ani Puno.
“What we are concerned about is people might think, especially now that Congress is under siege, we are all under a microscope, we are monitored about our behavior, about everything, and we want to be upfront about everything […] we’re trying our best to earn the trust of our people,” punto pa niya.
