SA layuning mapagaan ang masalimuot na hamon sa pagkuha ng trabaho, inihain sa Kamara ang isang panukalang batas na nagtutulak ng libreng academic records para sa hanay ng mga fresh graduates.
Sa ilalim ng House Bill 8701 (Academic and Labor Pathways Assistance for Students (ALPAS) Act, partikular na isinusulong ni House Majority Leader at Ilocos Norte Rep. Sandro Marcos bigyan ng angkop na agapay ang mga fresh grads na nag-aaply ng trabaho.
“For many graduates, the journey towards employment begins with completing documentary requirements for job applications. Yet obtaining multiple copies of these documents can involve additional costs and time-consuming procedures.”
Sa ilalim ng naturang panukala, inaatasan ang lahat ng higher education institutions — pribado man o pampubliko – na libreng bigyan ang kani-kanilang fresh graduates ng employment application documents, tulad ng transcript of records, diploma at certificate of graduation.
Nakasaad din sa ilalim ng HB 8701 na ang bawat fresh grads ay maaaring makakuha ng hanggang limang kopya ng transcript of records o certificate of graduation, at maging ang certified true copy ng diploma, at dagdag na sipi sa loob ng 12 buwan, nang walang binabayarang administrative, processing, o certification fees.
Iminungkahi rin ni Marcos na magkaroon ng digital academic records system ang lahat ng higher education institutions.
“This measure seeks to strengthen that transition by addressing practical barriers encountered at the earliest stage of the job-seeking process,” diin ng ranking House official sa inihaing HB 8701.
“By making essential academic records more accessible and improving the efficiency of records processing systems in higher education institutions, this measure helps ensure that Filipino graduates are better equipped to pursue employment opportunities and contribute meaningfully to the nation’s workforce.”
