INAPRUBAHAN at niratipikahan ng Senado ang bicameral conference committee version ng Magna Carta of Filipino Seafarers matapos pag-isahin ang lupon ang hindi nagtutugmang probisyon sa panukala na nagpapatibay ang karapatan ng marino.
Inihayag ni Senador Raffy Tulfo, chairperson ng Senate Committee on Migrant Workers, na sa ilalim ng reconciled version, makakakuha ang Filipino seafarers onboard ng paid annual leave na aabot 3.5 calendar days kada buwan ng pagtatrabaho.
Pinagtibay din ng panukala ang shipboard training na imomonitor at pamamahalaan ng Maritime Industry Authority.
“This ultimately addresses the repeated concern on the credentials of our seafarers and their compliance with the STCW [Standards of Training, Certification, and Watchkeeping for Seafarers],” ayon kay Tulfo sa kanyang speech.
“This will fulfill our commitment with the European Maritime Safety Agency (EMSA),” dagdag pa niya.
Aniya, “To recall, the European Union previously warned that Filipino maritime workers may be banned from its vessels following the Philippines’ repeated failures to hurdle the EMSA’s evaluation for the past 16 years.”
Pero, nitong Marso 2022, inihayag ng regional bloc na ipagpapatuloy ang pagkilala sa Philippine-issued certificates for seafarers, dahil seryoso ang bansa na matupad ang pangangailangan, partikular ang pangunahing lugar tulad ng monitoring, supervision t evaluation of training at assessment.”
Samantala, sinabi ni Tulfo na nagbigay ang reconciled version ng panukala ng isang “win-win” solution para sa shipping companies at seafarers hinggil sa disability claims sa pamamagitan ng pagbibigay ng bond.
“In the bicam version, the said bond would be posted only for the disputed portion of the award. And if the seafarer ultimately prevails in the case, he will be reimbursed with the cost of putting up the bond,” ayon kay Tulfo.
Suportado ang naturang probisyon ng AMOSUP, pinakamalaking union ng marino sa buong bansa, ayon sa mambabatas.
Nakatakdang ihain sa Office of the President ang naturang panukala matapos ang ratipikasyon.
