NAKATAKDANG maghain ng petisyon sa Land Transportation Franchising and Regulatory Board (LTFRB) ang mga mga operator at tsuper ng mga pampublikong sasakyan ng P1.00 provisional fare increase bilang tugon sa walang puknat na oil price hike sa nakalipas na anim na linggo.
Bukod sa P1.00 target ipataw sa unang kilometro, hirit ng grupong Pangkalahatang Sanggunian Manila and Suburb Drivers Association Nationwide Inc. (Pasang-Masda) na magdagdag ng 50 sentimos sa kada kilometro ng byahe ng mga pasahero.
“We already discussed with our lawyer that we will file the P1 provisional increase on Tuesday,” Roberto Martin na tumatayong pangulo ng Pasang-Masda.
Naniniwala rin si Martin na pagbibigyan ng gobyerno ang kanilang petisyon lalo na’t tiniyak di umano ni National Center for Commuter Safety and Protection Inc. chairperson Elvira Medina na hindi sila tututol.
“She encouraged us to file the P1 fare hike. She (Medina) assured they (NCCSP) will file a petition interposing no objection to the P1, so we expect the LTFRB will immediately approve the petition,” ani Martin.
Sa pagtataya ng Pasang-Masda, P450 kada araw ang nawawalang kita araw-araw ng mga tsuper bunsod ng lingguhang dagdag-presyo sa mga produktong petrolyo – partikular sa krudo na karaniwang gamit ng mga pamasadang dyip.
Pagtitiyak ni Martin, agad nilang ititigil sa paniningil sa P1.00 provisional fare hike sa sandaling bumalik sa normal ang presyo ng mga produktong petrolyo.
“Once the prices of petroleum products normalize, we will recall the P1 provisional increase. We already did this in 2018 when we went to the LTFRB to remove the P1 provisional increase,” wika pa ni Martin.
Sa sandaling aprubahan ng LTFRB ang kanilang petisyon, magiging P13 ang minimum fare (mula sa umiiral na P12) sa mga traditional jeeps habang P15 (mula sa P14) naman para sa mga P15 for modern jeepneys.
“The modern jeepneys will be included in our petition. There is always a P2 difference (sa pagitan ng traditional jeeps at modern jeepneys),” aniya pa.
Samantala, pagbasura naman sa excise tax sa mga produktong petrolyo ang nakikitang solusyon ng grupong Pinagkaisang Samahan ng mga Tsuper at Operator Nationwide (Piston) sa suliranin ng mga tsuper at operator ng mga pampasadang sasakyan.
Ayon kay Piston president Mody Floranda, P6.00 kada litro ang matatapyas agad sa presyo ng krudo sa sandaling suspindehin ang implementasyon ng excise tax sa mga produktong petrolyo.
“President Marcos needs to suspend the excise tax on petroleum products as once it is done, it will help not only the drivers and operators, but also the consumers as it will bring down the retail prices of basic commodities,” pahayag ni Floranda.
Para kay Floranda, mas magandang solusyon ang suspensyon ng excise tax sa mga produktong petrolyo tulad ng ginawa sa ilalim ng panunungkulan ni dating Pangulong Gloria Macapagal-Arroyo.
“If you can recall, there was a time when the retail price of diesel reached as high as P85 to P86 per liter. Immediately, then president Arroyo suspended the implementation of VAT (value added tax) on oil products,” dagdag pa ni Floranda.
Gayunpaman, higit na kailangan pa rin ituloy ng kongreso ang deliberasyon kaugnay ng panukalang pagpapawalang-bisa ng Oil Deregulation Law.
“ACT-CIS party-list Representative Erwin Tulfo already filed a bill on the scrapping of the Oil Deregulation Law. Almost 26 years after its implementation, it did not benefit the driver and operators and the public as the government became powerless in controlling the spike of petroleum products,” aniya.
Nanawagan rin ang Piston sa LTFRB na aksyunan ang petisyong P2 fare hike na inihain ng Piston, Liga ng Transportasyon at mga Operator sa Pilipinas, STOP and Go, at Federation of Jeepney Operators and Drivers Association of the Philippines.
“At present, a driver loses at least P450 per day amid the spike in the retail prices of diesel. If we consume at least 40 liters of liters in 25 days, this is equivalent to P7,500 monthly loss in earnings instead of a source of income to the families of drivers and operators.”
