
SINILIP ng isang kongresista ang di umano’y kabiguan ng Department of Budget and Management (DBM) na kwentahin ang pagpasok ng inaasahang kita ng gobyerno sa binalangkas na 2024 national budget.
Para kay Batangas Rep. Ralph Recto, kailangan pa mangutang ng P4 bilyon kada araw ng bansa para sa isinusulong ng P5.767 trillion 2024 national budget.
Batay aniya sa National Expenditure Program (NEP) na isinumite ng DBM sa Kongreso, lumalabas na aabot sa P15.8 bilyon ang gastos ng pamahalaan kada araw – malayo sa P11.7 bilyong buwis na inaasahang malilikom ng gobyerno.
“Next year’s budget translates to an average daily spending of P15.8 billion, of which only P11.7 billion is “supportable by revenues, leaving a P4 billion hole which must be plugged by debt.”
“To fully grasp the dimensions of the budget, you have to compute it on a daily basis, to fully appreciate the enormity of both spending and borrowings. In easy to remember figures, this is the lowdown: spend P15.8 billion a day but only P11.7 billion in tax can fund that. Therefore, there is a need to borrow P4 billion,” paliwanag ng kongresista.
Hinikayat rin niya ang pamahalaan na timbangin muna ang kakayahan ng bansa bago bumalangkas ng planong paggasta.
“The art of budget marketing perfected by all governments focuses on what would be spent. What is downplayed is the enormous money required to finance it. Programs that dazzle are highlighted while muting the cost, a great portion of which are paid by debts left to the next generation to pay,” aniya pa.
Sa interes pa lamang aniya na pagkakautang ng bansa, papalo na sa P1.83 bilyon kada araw – hindi pa kasama ang P3.4 bilyong kailangan malikom ng gobyerno para sa panghulog sa P14-trilyong pagkakautang
