PARA kay Agri partylist Rep. Manoy Wilbert Lee, napapanahon ang plano ng Department of Environment and Natural Resources (DENR) na magtaguyod ng walong bagong scientific stations sa iba’t-ibang bahagi ng bansa.
Bukod aniya sa proteksyon sa kalikasan, malaking bentahe ani Lee ang scientific marine stations sa kapakanan at kabuhayan ng mga mangingisdang umaasa sa yaman mula sa karagatan.
“We laud this initiative of the DENR and we hope that it will come to fruition in the soonest possible time. This is aligned and complements our call for the urgent passage of our proposed measure to protect our maritime resources and maximize opportunities and livelihood for our fisherfolk,” wika ni Lee
Kasabay nito, nanawagan ang Agri partylist na kabilang sa mga kalahok sa nalalapit na 2025 midterm elections, sa agarang pag-apruba ng House Bill 9011 (Fishing Shelters and Ports Act).
Sa ilalim aniya ng naturang panukala, ang Bureau of Fisheries and Aquatic Resources (BFAR), sa pakikipagtulungan sa Department of National Defense (DND), DENR at iba pang ahensya, ay inaatasan magtayo ng fishing shelters at ports sa siyam na occupied maritime features ng bansa sa bahagi ng West Philippine Sea (WPS) at Philippine Rise.
“The fishing shelters and ports to be established in the islands of Pag-asa, Lawak, Kota, Likas, Parola, Panata, Patag, Rizal Reef, and Ayungin Shoal will serve as safe spots for fishermen to take refuge from foreign militia or unforeseen circumstances, a place where they can rest, store gears and supplies, as well as access communication devices,” dugtong ng Bicolano solon.
Nauna nang hiniling ng Agri partylist group sa Senado at Kamara magpatawag ng bicameral conference committee meeting para plantsahin ang pinal na bersyon ng Blue Economy Act.
Nagpahayag rin ng kumpyansa si Lee mapoprotektahan ang karagatan at ang exclusive economic zones ng bansa sa bisa ng naturang panukala. Papalakasin rin aniya ng nabanggit na legislative measures ang industriya ng pangingisda at mapaunlad ang kabuhayan ng mga local fisherfolk.
“Sa mga panukalang batas nating ito, kasabay ng pagprotekta sa ating mga yamang tubig, mapapaunlad natin ang produksyon at kakayahan ng ating mga mangingisda — ang ating mga ‘food security soldiers,’ para mapataas ang kita ng mga mangingisdang Pinoy, na siya namang magpaparami ng supply at magpapababa ng presyo sa merkado,” diin ng Agri partylist.
“The wealth of our maritime resources should be protected and enhanced, along with the livelihood of our fishermen who play a vital role in achieving food security.
