MADALAS na biyahe sa ibang bansa ang nakikitang dahilan ni Executive Secretary Lucas Bersamin sa likod ng desisyon ni Pangulong Ferdinand Marcos Jr., sibakin si Maria Antonia Yulo-Loyzaga bilang Kalihim ng Department of Environment and Natural Resources. (DENR).
Sa isang pulong-balitaan sa Palasyo, ibinahagi rin ni Bersamin ang iba pang paggalaw sa Gabinete matapos atasan ni Marcos ang mga Kalihim ng iba’t ibang departamento at mga pinuno ng iba pang tanggapan ng pamahalaan, na magsumite ng “courtesy resignation.”
Paglilinaw ni Bersamin, hindi korapsyon ang naging dahilan sa pagsibak kay Yulo-Loyzaga.
”Si Secretary Loyzaga, walang issue ng corruption diyan, maybe there’s just a perception, I don’t know how fair or unfair that perception is na mas malimit siya sa labas ng bansa. Yun ang recurring na pinapadating sa amin,” wika ni Bersamin na kabilang sa mga nasumite ng courtesy resignation.
”Ngunit huwag na natin siyang husgahan, whether inefficiency yan o hindi, that’s not for us to do but the evaluation showed that it was time to have her rest muna,” he added. ”Underperform siguro ang tawag diyan. Kasi kung may expectation ang Presidente, you do not perform, ang messaging is underperformance is not going to be allowed.”
Sa paglisan ni Yulo-Loyzaga, hinirang ng Pangulo si Energy Secretary Raphael Lotilla bilang bagong Kalihim ng DENR.
Pansamantalang pamumunuan ni Undersecretary Sharon Garin ang Department of Energy — ”DOE will be in the hands of an [OIC], one of the undersecretaries, si former Congresswoman Sharon Garin,” pahayag ni Bersamin.
Samantala, itinalaga naman ng Pangulo si Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Acuzar bilang Presidential Adviser for Pasig River Development.
Pamumunuan naman ni Jose Ramon Aliling ang DHSUD bilang Kalihim.
”’Yung kay Secretary Acuzar, hindi mo rin masabing corruption ‘yan, hindi mo rin masabing underdelivery… Napakataas ‘yung nilagay niyang standard niya when he accepted the job but you know, he was very efficient in the private sector and the President expected na makapag deliver siya pero I don’t know if he set his standards too high for himself dahil one million housing units a year, there may have been obstacles in his way which were beyond his control and beyond the control of the government,” paliwanag ni Bersamin.
Sa Department of Foreign Affairs (DFA), nakatakdang palian ni Undersecretary Tess Lazaro si Enrique Manalo na magiging Permanent Representative to the United Nations.
Mananatili naman sa kani-kanilang pwesto sina Trade Secretary Cristina Roque; Finance Secretary Ralph Recto; Economy, Planning, and Development Secretary Arsenio Balisacan; Budget Secretary Amenah Pangandaman, at Special Assistant to the President for Investment and Economic Affairs Frederick Go.
