PARA kay former Civil Service Commission chair Karlo Nograles, higit na angkop maramdaman ng mga tao ang presensya ng gobyerno.
Sa isang kalatas, binigyang halaga ni Nograles ang kahalagahan matugunan ng lokal na pamahalaan ang pangangailangan ng mga mamamayan sa lungsod ng Davao kung saan kabilang sa kanyang isinusulong ang pagtataguyod ng satellite offices na naglalayong ilapit ang gobyerno sa mga komunidad.
Kabilang rin sa isinusulong ng three-term congressman ang regular service caravans na aniya’y maghahatid ng serbisyo direkta sa mga Davaoeño.
“Every Davaoeño, not just those living in the center but more importantly those who are farther away, should see, hear, and feel the presence of the city government and avail of its services easily. Gobyerno ang dapat na lumalapit, hindi ang tao,” pahayag ni Nograles.
Paliwanag ni Nograles, ang kanilang lungsod na may lawak na 2,443.61 square kilometers, ay halos apat na beses ang laki sa Metro Manila, na mayroong land area 636 square kilometers at binubuo ng 16 lungsod at isang munisipalidad.
“Imagine, Metro Manila is roughly a fourth the size of Davao City, but NCR has 17 separate LGUs, 17 different city halls — while we only have one LGU, one city hall. Kaya we have to be creative and imaginative if we want to regularly and properly reach out to our 1.7 million residents,” hirit ni Nograles.
“If we have to walk to get to the hard-to-reach communities in District 3, for example, then we will do that to assure Davaoeños that their city government is looking after their welfare,” dugtong pa niya.
Bunsod nito, ipinabatid ni Nograles ang kanyang plano na bumuo ng service caravans at magpatayo ng satellite offices sa tatlong distrito ng Davao para mas madaling maabot ang mga residente ng 182 barangays ng lungsod.
Sinabi ng former Davao City representative na isang hamon ang pagkakaroon ng “smaller hubs of City Hall” sa malawak na teritoryo ng lungsod subalit magagawa naman ito sa pamamagitan ng technology at iba pang makabagong paraan.
“All challenges can be solved through a careful study of the facts and the use of available technology and the adoption of best practices,” ani Nograles.
Naniniwala si Nograles na ang pagkakaroon ng satellite office sa mga lugar na malayo sa sentro ay makatutugon sa pangangailangan ng mga mamamayan kabilang ang sa larangan ng pangkalusugan, aid distribution at maging sa pagkuha ng permits at iba pang mahahalagang government documents.
“Mas madali ang pagpapa bakuna at check-up, pag-apply ng permit at mga dokumento gaya ng birth certificate, kung mas marami tayong service caravan at satellite office. Tipid sa pamasahe, at hindi masasayang ang oras ng Davaoeño.”
