KASUNOD ng pagbawi ng Korte Suprema sa temporary restraining order, hindi pa rin dapat ipatupad ang kontrobersyal na No Contact Apprehension Policy (NCAP), ayon kay 1-Rider partylist Rep. Rodge Gujtierrez.
Bilang paunang hakbang, naghain si Gutierrez ng isang resolusyon na nagsusulong ng isang “congressional investigation in aid of legislation” sa implementasyon ng NCAP.
Giit ni Gutierrez, higit na angkop isantabi muna ang pagpapatupad ng NCAP dahil sa mga isyung nagdudulot ng kalituhan at pagkadismaya sa hanay ng mga motorista.
“The NCAP, designed to enforce traffic regulations through automated camera systems, has been plagued by issues, including unclear guidelines on vehicle ownership transfers, inconsistent enforcement, and persistent complaints about unclear road signages,” wika ng 1-Rider partylist lawmaker.
“These unresolved problems have led to confusion, unfair penalties, and delays in the program’s effective rollout, disproportionately affecting riders and other road users. It can be noted that the NCAP has, until very recently, been the subject of a Supreme Court TRO,” dagdag pa niya.
Ayon kay Gutierrez, bagama’t maganda ang intensyon ng naturang polisya, ang pag-aalis ng TRO ay hindi naman nagbibigay-daan para resolbahin ang mga nakitang problemang dulot sa pagpapatupad ng NCAP.
“The intention behind NCAP is commendable, but the lifting of the TRO does not cure the existing problems. Its current implementation is flawed and unfairly impacts our motorists. We need clear road signages, transparent ownership transfer processes, and a system that respects due process to ensure fairness,” mariing pahayag pa ng kongresista.
Sa kanyang inihaing resolusyon, nais din ni Gutierrez na masiyasat ang kahandaan ng Metro Manila Development Authority (MMDA) sa pagpapatupad ng NCAP.
“Our initial talks with the LTO seem to confirm our concerns that the systems in place are not ready. We cannot allow a system meant to promote road safety to create more problems for our citizens. I am calling for a delay in NCAP’s implementation until the MMDA can demonstrate its readiness and address these critical issues,” hirit ni Gutierrez. (ROMEO ALLAN BUTUYAN II)
