HINDI pa man sumisipa ang impeachment complaint na inihain sa Kamara ng civil society groups, isang panibagong reklamong nagtutulak patalsikin si Vice President Sara Duterte sa pwesto ang inihain ng militanteng Makabayan Coalition, ayon kay House Secretary General Reginald Velasco.
Ayon kay Velasco, partikular na puntirya ng grupong kinabibilangan nina ACT Teachers Rep. France Castro, Gabriela Rep. Arlene Brosas, at Kabataan Rep. Raoul Manuel ang di umano’y paglustay ng hindi bababa sa P612.5 milyong confidential fund na inilaan ng kongreso sa Office of the Vice President (OVP) at Department of Education (DepEd) sa panahon ng panunungkulan ni Duterte bilang Kalihim.
Nasa 75 indibidwal mula sa iba’t ibang sektor ang tumayong complainant at ang tatlong militanteng kongresista.
Nakasaad sa 45-pahinang reklamo ang “betrayal of public trust” dahil sa di umano’y pagwaldas ng confidential funds, “systematic cover-up” sa katiwalian gamit ang mga gawa-gawang accomplishment reports, at iba pang dokumentong isinumite sa Commission on Audit (COA) at ang tangkang isabotahe ang imbestigasyon at pagsusuri ng Kamara.
“As mandated by Article XI on Accountability of Public Officers, particularly Section 3 of the 1987 Philippine Constitution, the House of Representatives will process this complaint in accordance with the Rules of Procedure in Impeachment Proceedings,” pahayag ni Velasco.
“The Secretary General shall transmit to the Office of the Speaker all the complaints filed,” dagdag pa niya.
Tiniyak din ni Velasco na dadaan sa tamang proseso ang pagtugon ng Kamara sa dalawang impeachment complaint at kasabay ng garantiyang magiging patas sa bawat panig.
“We assure the public that this process will be conducted with integrity, guided by the principles of due process and adherence to the Constitution,” ani Velasco.
“We call on all parties involved to respect the legal proceedings and allow the constitutionally prescribed process to take its course,” aniya pa.
Kabilang sa mga 75 complainants ang mga kinatawan mula sa iba’t-ibang sektor kabilang ang hanay ng kabataan, public school teachers, government employees, religious leaders, workers and peasants, human rights victims at iba pa.
“The Vice President’s brazen misuse of more than half a billion pesos in confidential funds, particularly the suspicious liquidation of P125 million in just 11 days at the end of 2022, represents a grave betrayal of public trust. The Commission on Audit itself has flagged these expenditures as very questionable and not in accordance with the law and guidelines on the use of confidential funds,” wika naman ni former Bayan Muna Rep. Teddy Casiño.
“Ang paglustay ng confidential funds ay isang malaking pagtataksil sa taumbayan. Hindi lang ito simpleng technical violation kundi sistematikong paglulustay at pagnanakaw sa kaban ng bayan,” wika naman ni Makabayan President Liza Maza.
“Nang mahuli ng Kamara ang anomalya, ginawa ni VP Duterte ang lahat para pagtakpan ang kanyang kasalanan at pigilan ang paghahanap ng katotohanan. Tumanggi siyang humarap sa budget hearings at mga imbestigasyon ng Kongreso. Taliwas ito sa sinumpaang tungkulin ng Vice-President na maging ísang accountable public official,” ayon naman kay former Bayan Muna congressman at impeachment counsel Neri Colmenares.
