MAGKATUWANG na isinusulong ng Kamara de Representantes at Department of Social Welfare and Development (DSWD) ang isang programang naglalayon pagkalooban ng bigas at tulong-pinansyal ang hindi bababa sa 2.5-milyong pamilyang pasok sa kategorya ng maralita.
Sa isang pulong-balitaan, iginiit ni House Speaker Martin Romualdez ang isang mekanismong tugon sa food inflation, alinsunod na rin sa inihayag na posisyon ni Pangulong Ferdinand Marcos Jr.
Partikular na tinukoy ng House leader ang Malaya Rice Project na aniya’y nakatakdang simulan sa lalong madaling panahon, at unang ilulunsad sa National Capital Region (NCR) kung saan pinakamataas ang bilang ng pamilyang pasok sa kategorya ng maralita.
Bukod kina Romualdez at DSWD Sec. Rex Gatchalian, nagpahiwatig na rin ng suporta ang 33 kongresista mula sa Metro Manila.
Batay sa pinakahuling pulong sa pagitan nina Romualdez, Gatchalian, magmumula ang talaan ng mga benepisyaryo sa mga kongresistang kumakatawan sa 33 congressional districts ng Metro Manila.
Sa bawat distrito, 10,000 maralitang benepisyaryo – kabilang ang mga senior citizens, persons with disability at mga solo parents ang nakatakdang tumanggap ng 15 kilong bigas (katumbas ng halagang P500 hanggang P600) at P1,000 cash assistance.
“And we would like to have this done and replicated in other urban areas. And this will hopefully help alleviate the burden on the people and especially in the non-rice producing areas… And we would like to use this similar mechanism to buy the palay from the rice growers.”
“And this is to afford better prices not just for the consumers, but also for the growers, for the farmers themselves. So we will start this program this October within, I think, within the next two weeks,” ayon pa sa lider ng Kamara.
Paglilinaw ni Romualdez, hindi limitado sa Metro Manila ang naturang programa, kasabay ng pagbibigay-katiyakan na maging sa iba pang bahagi ng bansa ay paa-abutin ang biyaya.
“Hindi ito one-shot deal. So this will be part of the program again, hand-in-hand with the DSWD using the AICS (Assistance to Individuals in Crisis Situation).. And once it is successful, and I’m confident that it will be…we’ll be able to replicate this and do further successive rounds of this.”
“Because as you know, the President has already taken out the caps or the ceilings on the prices [of rice]. So there might be a tendency for it to come up again. We hope that this will stave off the tendency for the prices of rice to come up again because of the widespread distribution of this program within the NCR,” pagtatapos ni Romualdez.
