Hirit ng solon sa Kamara ‘talupan’ GSIS President 

HINDI dapat palampasin ang anumang anyo ng kapalpakan na nagdulot ng perwisyo sa gobyerno.

Ito ang buod ng mensahe ni Deputy Minority Leader at ACT Teachers partylist Rep. Antonio Tinio kaugnay ng hindi bababa sa P8.8 bilyong nalugi sa Government Service Insurance System (GSIS) dahil sa umano’y “financial management” ni GSIS President Jose Arnulfo Veloso.

Partikular na tinukoy ni Tinio ang mga tinawag niyang kaduda-dudang investment scheme na pinaglagakan ng pondo mula sa dugo’t pawis ng mga manggagawang Pinoy na buwanang kinakaltasan sa kakarampot na sweldo.

“The House of Representatives must immediately investigate these alarming allegations of financial mismanagement, lack of transparency, and apparent circumvention of proper governance procedures at the GSIS.” 

“We cannot allow the hard-earned contributions of our teachers, nurses, and other government workers to be gambled away through reckless and dubious investments,” pahayag ni Tinio.

Ayon sa ranking House minority official, hindi maaaring balewalain dahil sa unang pagkakataon ay mga kasalukuyan at dating GSIS board members, kabilang ang mga namumuno sa legal oversight, risk oversight, at audit committees, ang mahigpit na nanawagan para sa pagbibitiw ni Veloso.

“Kapag ang sariling board members na mismo ng GSIS, kasama na ang mga namumuno sa legal, risk, at audit oversight, ay humihingi na ng resignation ng kanilang presidente, alam nating malubha ang problema,” sambit pa ng kongresista.

“This is not just about poor investment performance—the allegations point to systematic bypass of governance safeguards, splitting of transactions to evade board review, and investments that serve interests other than those of GSIS members,” dugtong niya.

Nababahala si Tinio na ang mga public school teacher, na siyang pinakamalaking bilang sa hanay GSIS contributors, ang maapektuhan sa anumang fund mismanagement.

“Nearly a million teachers contribute a portion of their already meager salaries to GSIS every month, trusting that their retirement will be secure. Instead, they hear that billions may have been lost through risky investments,” sabi ng ACT Teachers solon.

Kabilang sa umano’y kaduda-dudang transaksyon na ginawa ng GSIS head ay ang mga sumusunod:

• P3.67 billion na lugi sa dual-tranche investments sa Monde Nissin, Nickel Asia, Bloomberry Resorts, at DigiPlus Interactive, na napalusutan ang P1.5-billion threshold para sa mandatory board review.
• P1.45-billion Alternergy investment, na nagresulta sa pagsuspinde ng Office of the Ombudsman kay Veloso.
• P1.2-billion investment sa DigiPlus, na isang online gambling operator
• Rekomendasyon sa paglalagak ng P456-million investment sa Figaro Culinary Group, na lampas sa 50 times allowable exposure.
• Investments sa high-risk private equity funds at ang umano’y pag-“rescue” sa Clark Global City project sa pamamagitan ng Udenna Land na pag-aari ng negosyante si Dennis Uy, na malapit sa pamilya Duterte.

Samantala, sinabi ni Tinio na nakatakda siyang maghain ng isang resolusyon sa Kamara para isulong ang pagpapanagot sa mga sangkot sa pagkalugi ng GSIS at paglalatag ng safeguards upang masiguro na hindi na mauulit ang umano’y mismanagement sa government workers’ pension funds. (ROMER R. BUTUYAN)
