TULUYAN nang nilagdaan ni Pangulong Ferdinand Marcos Jr. ang kontrobersyal na Maharlika Investment Fund (MIF) Act of 2023 sa kabila ng pagtutol ng iba’t ibang sektor ng lipunan.
“Ang MIF ay isang matapang na hakbang tungo sa makabuluhang pagbabago ng ekonomiya ng ating bansa,” pahayag ni Pangulong Marcos ilang saglit matapos pirmahan ang kauna-unahang sovereign wealth fund ng Pilipinas na aniya’y magbibigay-daan sa pagpapaunlad ng ekonomiya ng bansa.
“Just as we are recovering from the adverse effects of the pandemic, we are now ready to enter a new age of sustainable progress, robust stability, and broad-based empowerment.”
Sa paglagda ng Republic Act 11954 bilang batas, mamumuhunan ang Pilipinas – gamit ang pondong huhugutin sa mga government financial institutions – sa iba’t-ibang proyekto kabilang ang agrikultura, imprastraktura, digitalization at maging sa tinatawag na ‘value chain.’
Paliwanag ng Pangulo, hangad ng administrasyon na palaguin ang pinagsama-samang pondo (P50 bilyon mula sa Land Bank of the Philippines (LBP) at P25 bilyon mula sa Development Bank of the Philippines) para matustusan ang mga makabuluhang programa at proyekto ng gobyerno – nang hindi na kailangan pang mangutang.
“Through the fund, we will accelerate the implementation of the 194 National Economic and Development Authority Board-approved, NEDA-approved, flagship infrastructure projects.”
Inaasahan naman maipi-prisinta na ng Department of Finance (DOF) ang Implementing Rules and Regulations (IRR) ng Maharlika Investment Fund pagsapit ng Setyembre ng kasalukuyang taon.
Samantala, lantarang inalmahan ni Senador Risa Hontiveros ng paglagda ni Pangulong Ferdinand Marcos Jr., sa Maharlika Investment Fund Act na naglalayong bumuo ng sovereign funds na kukunin ang puhunan sa bangkong pag-aari ng bansa.
Sa pahayag, sinabi ni Hontiveros na hindi kailangan ng Pilipinas ang ganitong batas sa gitna ng kakapusan ng badyet para sa socio-economic projects.
“I am firm on my stand: the Philippines does not need the Maharlika law,” ayon kay Hontiveros.
“With Maharlika that will be headed by the Finance Secretary, Mr (Benjamin) Diokno is merely moving public funds around — from urgently needed expenditures to risky gambles; and from fund disbursements scrutinized and authorized regularly by Congress, to investments beyond the reach of elected representatives,” giit ni Hontiveros.
Aniya, lubhang nasayang ang unang taon ng administrasyon dahil walang inatupag si Diokno kundi ilako ang Maharlika Fund sa Kongreso dahilan para maisantabi ang pagpapatupad ng tax at fiscal reforms at panatilihing may pondo ang National Treasury.
“With the time lost and political capital used up in promulgating the Maharlika Fund, especially since Mr Diokno and the President still insist that GSIS and SSS funds should still collaborate with Maharlika — Mr. Diokno has failed in his mission of using the mandate of the Administration to pursue tax and fiscal reforms and to keep the National Treasury well-funded, aniya pa.
