SA bisa ng pinagtibay na House Concurrent Resolution No.8, nanindigan ang kamara sa masidhing pagnanais magkaroon ng reporma sa budget process, partikular ang pagbubukas sa publiko ng deliberasyon sa P6.793-trillion 2026 General Appropriations Bill (GAB) ng bicameral conference committee.
Mariing nakasaad sa HCR No. 8, na pangunahing isinusulong nina Speaker Faustino Dy III (Isabela, 6th district), Majority Leader Sandro Marcos (Ilocos Norte, 1st district), Minority Leader Marcelino Libanan (4Ps Partylist), at House Committee on Appropriations Chairperson Mikaela Angela Suansing na magkaroon ng livestreaming ang Bicam meeting.
“The allegations of irregularities in the conference committee deliberations on the [GAB] presented an opportunity for further strengthening adherence to the constitutional precepts of accountability and transparency in public governance,” saad sa isang bahagi ng HCR No.8.
“All conference committee deliberations on the GAB shall be open to the public, conducted in person or through digital livestreaming. The conference committee on the GAB shall present the reconciled amounts as agreed upon by the members. This will be made available to the public,” dagdag pa nito.
Nakasaad din sa naturang resolusyon na ang Bicam para sa GAB ay kinakailangan din maglabas ng minutes of the meetings na pwedeng suriin ng publiko.
Paglilinaw ni Suansing, kapwa napagpasyahan ng Bicam panel, sa panig ng Senado at Kamara, na bigyan ng sapat na panahon ang kanilang paghahanda sa antas na teknikal.
“On the rescheduling of the Bicam, both Houses have mutually decided to start the Bicam to allow time for the technical staff to prepare,” wika ni Suansing.
“Intensive preparations are required given that this is the first time that the BICAM will be live-streamed and we would need a matrix of disagreeing provisions for the deliberations.”
Matatandaan na sa halip nitong Biyernes itinakda ngayong Sabado na lamang sisimulan ang nasabing pagpupulong kung saan si Suansing ang siyang mamumuno sa 12-member House contingent sa Bicam. (ROMER R. BUTUYAN)
