Parusa ikinasa kontra bentahan ng registered SIM

NANAWAGAN si Senador Sherwin Gatchalian na patawan ng mas mabigat na parusa ang sinuman nagbebenta ng rehistradong Subscriber Identity Modules (SIMs) na ginagamit sa cybercrime activities.

Ipinanawagan ito ni Gatchalian matapos ibulgar ni National Bureau of Investigation (NBI) Cybercrime Division Chief, Jeremy Lotoc, na naibebenta ang registered SIMs sa maraming social media platforms.

Ibinulgar pa ni Lotoc na nakapagparehistro ng SIM ang kanyang team nang hindi binanggit na gamit ang nakangiting unggoy kaya nakapanloloko ang sinuman kahit may bagong batas na inataasan ang SIM na iparehistro upang maberipika ang pagkakakilanlan ng gumagamit.

Ayon kay Gatchalian, sinasamantala ng grupong kriminal ang pangyayari na naibebenta ang rehistradong SIM.

“It has accumulated tens of thousands of SIMs which were later used in various investment, cryptocurrency, and love scams. Such groups include those fronting as Philippine Offshore Gaming Operators (POGOs),” aniya.

“The basic objective of the law is that if we register the SIM, there will be accountability meaning you can go after the registered person if needed because the anonymity is creating a lot of problems,” giit ng senador. Sa ilalim ng Republic Act 11934 o ang Subscriber Identity Module Registration Act, kapag gumamit ng fictitious identities o fraudulent documents upang iparehistro ang SIM card na maipakukulong ang gumawa nito mula anim na buwan hanggang dalawang taon at multang P100,000 hanggang P300,000.

Naging epektibo ang batas nitong Disyembre 2022, na inataasan ang lahat ng SIM owner na iparehistro ang kanilang mobile phone number na nagtapos ang mandatory registration nitong Hulyo 25. “There should be some form of post-validation if it’s not automatic, so we can establish who is accountable for that post-validation. We cannot allow horses, monkeys, and gorillas to be registered. If we are not going to do something, this will happen over and over again,” ayon kay Gatchalian.

“Telco providers should also put in place an effective post-validation mechanism to determine the veracity of a SIM user’s details,” giit pa niya.
