TULUYAN nang sinampahan ng kasong kriminal at administratibo ang hepe ng Philippine National Police Drug Enforcement (PDEG) at 46 iba pa kaugnay ng di umano’y cover-up sa drug operation kung saan nasamsam ang halos isang toneladang shabu sa lungsod ng Maynila noong Oktubre ng nakalipas na taon.
“There are 47 of them charged, all from PDEG, with Brig. Gen. Narciso Domingo,” ayon kay Directorate for Investigation and Detective Management Major Gen. Eliseo Cruz.
Sa isang direktibang inilabas noong Abril 12, ganap na rin tinanggal ni Interior and Local Government Secretary Benhur Abalos si Domingo bilang PDEG Director, kasabay ng pagtatalaga kay Brig. Gen. Faro Antonio Olaguera bilang kapalit sa iniwang pwesto.
Pormal na rin naghain ng ‘leave of absence’ si PDEG-4A chief Col. Julian Olonan. Gayunpaman, pitong iba pang opisyales ng PDEG ang di pa rin umano hinihintay magsumite ng kani-kanilang ‘leave.’
Bukod kay Domingo at Olonan, kabilang rin sa mga nahagip sa CCTV footage sa kontrobersyal na drug operation sinma dating PNP Deputy Chief for Operations Lt. Gen. Benjamin Santos Jr, PDEG-SOU chief arresting officer Capt. Jonathan Sosongco ng Region IV-A, PDEG-SOU officer-in-charge Lt. Col. Arnulfo Ibañez ng National Capital Region, PDEG-SOU deputy chief Maj. Michael Angelo Salmingo ng NCR, Lt. Col. Glenn Gonzales ng Quezon City Police District, PDEG Intelligence Officer Lt. Ashrap Amerol, Manila Police District – Moriones Station chief Lt. Col. Harry Lorenzo, at PDEG-SOU Intelligence chief Capt. Randolph Piñon ng NCR.
Gayunpaman, itinanggi ni Santos ang paratang na cover-up.
Aniya, tinawagan lang siya ni PNP chief Gen. Rodolfo Azurin sa mismong araw ng kanyang kaarawan (Oktubre 8) na puntahan ang lugar kung saan ikinasa ang drug operation.
Pagdating niya umano sa tinukoy na lugar, agad niyang pinulong ang raiding team na pinaalalahanan pa niyang sundin ang proseso sa pag-iinquest ng mga suspek at tiyakin hindi magagalaw ang nasamsam na droga.
“Pagdating ko dun, may nakita akong vaults kung saan nakalagay ang mga shabu. Meron din suitcase at sako-sakong droga. Nung tignan ko yung isang maliit na vault, nakita ko yung ID ni (Master Sgt. Rodolfo) Mayo.”
Inatasan din umano niya ang mga operatiba na arestuhin si Mayo at agad na sampahan ng kaso.
“That is what I insisted on. I really had no idea what transpired there. I was just there to congratulate our team because this was a big drug haul, to give them a pat on the back, and to ensure that the operation went smoothly and that the cases that we would file will stand,” aniya.
“Relying only on the CCTV footage, with no due process or further consultations, Secretary Abalos, however well-meaning he may have been, implicated my name in the purported irregular buy-bust operation. I strongly deny any involvement in whatever impropriety or infraction of law or standard operating procedures, if there were any, in the alleged cover-up in the buy-bust operation,” giit ni Santos.
