SINAMPAHAN ng reklamong plunder sa Office of the Ombudsman si Executive Secretary Ralph Recto at anim na oba pang opisyal kaugnay ng P60-billion fund transfer.
Partikular na tinukoy ni health advocate Tony Leachon ang ginawang pagkuha noong nakaraang taon ni Recto sa pondong nakalaan para sa kalusugan ng mamamayan, gayundin sa inilipat na P107 bilyon mula sa Philippine Deposit Insurance Corporation (PDIC) sa National Treasury.
Bukod sa plunder, kabilang rin sa reklamong inihain ni Leachon ang technical malversation.
Bukod kay Recto, kasama sa mga tinarget ni Leachon sina Acting Finance Secretary Frederick Go, dating Acting Budget Secretary Rolando Toledo, PhilHealth President Edwin Mercado, dating PhilHealth chief Emmanuel Ledesma Jr., Health Secretary Teodoro Herbosa, at PDIC President Roberto Tan.
Una nang idineklara ng Korte Suprema na unconstitutional at void ang naturang fund transfer.
“After the December 5 decision of the Supreme Court, they should’ve returned the money from the treasury to PhilHealth. They should not have waited for [the] 2026 budget and taxed that to taxpayers’ money,” ani Lechon.
Para kay Leachon, malinaw na “gross inexcusable negligence” ang ginawa ng mga opisyal sa kabila pa ng babala ng mga eksperto at dating opisyal ng PhilHealth bago pa man tuluyang ipinatupad ang fund transfer.
Aniya, ang P356.6 bilyong deficit ng PhilHealth mula 2023 hanggang 2025 ang dahilan kung bakit hindi nabayaran ng state insurer ang hospital claims. Pati umano ang pondo para sa cancer at dialysis programs nadamay sa desisyon ni Recto.
