INAPRUBAHAN ng Senado sa ikatlo at huling pagbasa ang panukalang “Tatak Pinoy” bill ni Senador Juan Edgardo “Sonny” Angara nitong Lunes sa 23 affirmative votes, zero negative at walang abstention.
Pinagtibay ng Senado ang Senate Bill No. (SBN) 2426 o mas kilalanin bilang “Tatak Pinoy” (Proudly Filipino) Bill na may layunin ng bumuo, magpondo, ipatupad, imonitor at magsagawa ng kumprehensibong ebalwasyon at multi-year “Tatak Pinoy” Strategy (TPS).
Inaatasan ng batas ang lahat ng ahensiya ng pamahalaan na magtulungan sa pribadong sektor upang matiyak na tutugon ang lahat ng estratehiya at interventions sa pagpapalawak a diversification ng productive capabilities ng local enterprises.
Patuloy na ipatutupad ang TPS ng lilikhaing “Tatak Pinoy” Council na pamumunuan ng socioeconomic planning secretary bilang chairperson at kalihim ng Trade and Industry at Finance bilang vice-chairpersons.
Sa ginanap na interpelasyon, sinabi ni Angara, awtor ng panukala na tutugunan ng
multi-year strategy, sa panukalang SBN 2426, na kikilos ang buong makinarya ng gobyerno at makikipagtulungan sa pribadong sektor upang makamit ang adhikain na ilagay ang Pilipinas bilang isa sa may pinakamasigla at malakas na ekonomiya sa buong mundo.
Tinukoy ni Angara ang Taiwan na sa nakalipas na dekada, tinagurian itong lumilikha ng mura at sub-standard products. “But after imbibing the spirit of complexity, it has transformed itself as one of the world’s biggest manufacturers of high-tech goods and has positioned itself firmly in the global supply chain.”
“We must have a commitment from all parties to move up to the production of higher-value products. There are infinite possibilities but finite time and resources. So we have to make difficult decisions such as focusing on products that could be big winners in the world economy,” ayon kay Angara.
Aniya, nakapuwesto ang Pilipinas sa 33rd sa 1128 bansa ayon sa Atlas Economic Complexity na mayroong maraming potensiyal na makalikha ng masalimuot at high-value products na kailangan lamang ng buksan.
“This is where the ‘Tatak Pinoy’ strategy and the TPC comes in to ensure that the philosophies of constantly improving, adding value, becoming more sophisticated becomes fully imbibed within our government and even in the private sector,” ayon kay Angara saka binanggit na ilang kinatawan ng private sector ang lalahok sa TPC bilang members.
Ayon pa kay Angara: “Tatak Pinoy also calls for close collaboration between the government and the private sector to achieve a common goal of equipping and enabling Filipino industries and services to become more productive and competitive, producing more complex and higher quality goods.”
“It also calls for becoming an integral part of the global supply chain, providing high-paying, quality jobs for Filipinos and making the economy more vibrant,” giit ng panukala.
“It likewise aligns with the Philippine Economic Development Plan 2023 to 2028 and the new Philippine Export Development Plan, which Angara said are the building blocks to achieve strong economic growth,” paliwanag ng panukala sa explanatory note.
