SA hiling ng isang partylist congressman ipagpaliban ang pag-apruba sa plenaryo ng Kamara ang hirit na 2024 budget ng Department of Finance (DOF), napilitan ang pamunuan ng Insurance Commission (IC) bawiin ang circular na nagtatakda ng minimum rate para sa pagbabayad ng catastrophe insurance premium.
Partikular na binawi ni IC Commissioner Reynaldo Regalado ang Circular Letter na ayon kay Agri partylist Rep. Wilbert Lee ay dagdag-pahirap sa mga mamamayan.
Para kay Lee, hindi katanggap-tanggap ang pagpapataw ng hanggang 400% adjustment ng singil sa insurance premium — lalo pa’t nahaharap sa matinding krisis ang sambayanan bunsod ng kabi-kabilang taas presyo ng petrolyo ay mga pangunahing bilihin sa merkado.
“Hindi po serbisyo ito, kundi perhuwisyo. Instead, the IC should look into setting the maximum rate that insurance companies can charge and let the market forces dictate the prices or rates,” giit ng Bicolano lawmaker.
Binusisi rin ni Lee ang Memorandum of Understanding (MOU) na nilagdaan noong Enero 2020 ng mga kinatawan mula sa IC, Philippine lnsurers and Reinsurers Association, Inc. (PIRA) at the National Reinsurance Corporation of the Philippines (NatRe).
“It does not make sense that the Insurance Commission will find it prudent to enter into the subject MOU knowing fully well its obligations as both a regulatory body and a quasi-judicial body,” puna ng Agri partylist solon.
“Malinaw ang conflict of interest. How can a regulatory agency enter into a MOU with the industry that they are supposed to regulate? Establishing the Philippine Catastrophe lnsurance Facility (PCIF) is just a dubious scheme to impose a premium rate no longer dictated by the market but by agreement among the insurance companies brokered by the IC,” litanya pa ni Lee.
Matapos nito, nag-mosyon ang kongresista sa kanilang plenaryo para isantabi muna ang pag-apruba sa pondo DOF para sa susunod na taon — hanggat hindi nareresolba ang usapin sa 400% increase sa catastrophe insurance premium rate na inilutang ng kongresista.
Mistulang tumiklop naman ang IC at ipinabatid ang kanilang gagawing pagbawi sa Circular Letter No. 2022-34, gayundin ang pagpapawalang-saysay sa nilagdaan nilang MOU huwag lang malagay sa alanganin ang pag-apruba sa budget ng DOF.
