KASUNOD ng pagkakabunyag na 80 porsyento ng binebentang vape products ay ilegal, nanawagan ang mga mambabatas at iba pang tax officials na magkaroon ng tinatawag na “one government approach” para tuldukan ang nasabing problema.
Sa nakaraang pagdinig ng Senate Ways and Means Committee, inilatag ng Bureau of Internal Revenue (BIR) ang talamak na unregulated at untaxed vapor products sa bansa gayundin ang mga hamon para sugpuin ang iligal na negosyo.
Ayon kay BIR Large Taxpayers Service Assistant Commissioner Atty. Jethro Sabariaga, ngayong buwan ng Mayo ay inilunsad ni Commissioner Romeo Lumagui Jr. ang panibagong nationwide campaign bunsod na rin ng intelligence reports hinggil sa lumalakas umanong bentahan ng ilegal na produkto, partikular sa online at vape shops.
Dahil dito, iminungkahi ng BIR official na magkaisa ang lahat ng government agencies gaya ng Department of Trade and Industry (DTI), Department of Health (DOH), local government units at Philippine National Police (PNP) laban sa illicit vape products.
“Kaya nga ho… ang upcoming recommendation namin is for an illicit trade task force… the creation of a body that will consolidate the efforts and channel the energy of this country into curbing this illicit trade,” wika ni Sabariaga.
“Ang mga nakadisplay doon ay mga legit products, ‘yong may mga stamp, mga registered products, but when you look at the Facebook pages of these vape shops… madidiskubre natin na may mga binebenta sila… ng mga illicit vape products nila,” paglalahad ng BIR official sa diskarte sa pagbebenta.
“And usually tama po ‘yon, nasa kabahayan. Recently, the BIR seized illicit vape products, unregistered, unpaid taxes, in a night raid sa isang bahay being used as warehouse. So, ganoon na po kalala at ganoon na ka-pervasive ang activity na ito.”
Sa panig ni Commissioner Lumagui, iginiit niyang bagama’t laging binabanggit ng industry player ang kaparusahan sa over regulation at pagbabayad ng buwis sa mga legitimate products, umaasa ang mga mamamayan sa gobyerno na mahigpit na babantayan at pananagutin sa batas ang mga patuloy na lumalabag sa umiiral na alituntunin.
“More enforcement will be forthcoming, and the BIR will adapt and go toe to toe against these criminals. This is a war for the welfare of Filipino teens. A war for the future of our country,” garantiya ng BIR chief.
Samantala, sinabi naman ni Senator Sherwin Gatchalian, na siyang namuno sa nasabing pagdinig, bukod sa “one government approach,” dapat din palakasin ng mga ahensya ng pamahalaan ang kampanya kontra iligal na vape.
“We want action. We want action already from the DTI and from the BIR––and most importantly the DTI––because the law assigned the DTI as the lead agency to regulate vaping products,” diin ng senador.
