SA hangaring bigyan ng angkop na proteksyon ang mga mamamayan laban sa tinaguriang high-tech crimes, inilatag ni three-termer lawmaker Karlo Nograles ang “SAFER Davao” agenda para sa mas mapayapa, ligtas at maayos na lungsod.
Ayon kay Nograles, ang Davao ay itinuturing na isa sa mga pinaka ligtas na lugar sa buong bansa — bentaheng aniya’y labis na ipinagmamalaki ng bawat Davaoeño.
Sa pamamagitan ng naturang programa, tiwala si Nograles na mas mapapalawak at magiging epektibo ang mga hakbang para sa pagpapanatili ng kaligtasan at seguridad kung saan mas lalong mararamdaman ng mga mamamayan ng Davao City na sila ay “SAFER”.
“Davao has always been considered the safest city in the country. Every Davaoeño is proud of that. What we want is to expand the breadth of our safety and security efforts so that we can say that our people are SAFER not just offline, but online as well,” pahayag ng dating kongresista ng Davao.
Paliwanag ni Nograles, ang bawat letra sa katagang “SAFER” ay mayroong limang pangunahing elemento.
S – Secure lives and protect our families, communities, schools and workplaces
A – Address criminality, drugs, lawlessness, and cybercrime
F – Foster trust and confidence in our city government and our law enforcers
E – Ensure peace and order for all
R – Respect the rule of law and reach out and work with every member of our Davao City community
“Our plan is simple yet comprehensive. It’s easy to understand. Every element is important. SAFER Davao also allows us to pick urgent priorities depending on the situation,” dugtong ng former Civil Service Commission Chair.
Ani Nograles, sa pagbibigay proteksyon sa buhay ng mga residente at maging mga turista sa Davao City, higit na angkop itaguyod ang sapat na imprastraktura at kagamitan ang pulis gaya ng paglalagay ng mas maraming CCTV Camera sa buong lungsod, pagkakaroon ng patrol vehicles na may dashcams, at body cams naman sa bawat law enforcers.
“We also need to prepare ourselves for 21st century crime, the kind that uses technology to steal from e-wallets. This is why when we say we will Address criminality, this includes cybercrime. As more people adopt these Fintech innovations, the more they will become tempting targets. These are not only doable, these are necessities in a modern police force,” dagdag ng abogadong si Nograles.
Binigyan-diin naman niya na dapat ay lumapit o makipag-ugnayan din ang pwersa ng pulisya at lokal na pamahalaan sa publiko para sa mas epektibong pagtugon.
“Maaaring better equipped at better trained ang kapulisan natin, pero kung mababa ang tiwala at kooperasyon ng taong-bayan, mahirap. So we need to foster trust and confidence in our city government and in law enforcement authorities.”
“For us to ensure peace and order for all, we bring the fight directly to the big fish in our anti-drug and anti-crime campaigns. But at the same time, we must ensure respect for the rule of law. These two aims can and should go hand in hand,” giit din niya.
Dagdag niya, taglay ng SAFER Davao ang detalyadong programa kung saan kabilang ang mas komprehensibong hotline at reporting mechanism, counter-terrorism at counter-insurgency programs, emergency and disaster response, at marami pang iba.
“Upgrading. Modernization. Technology. To improve and move forward, we need fresh perspectives and new plans. We love Davao and we believe that we must be ready to level up—because criminals are leveling up as well,” pagtatapos ni Nograles.
