KASAMA ang kanyang mga kapwa kinatawan sa ACT-CIS partylist at isa pang kongresista, pinangunahan ni House Deputy Majority Leader Erwin Tulfo ang paghahain ng House Bill 9060, na naglalayong amyendahan ang Presidential Decree 1341 na mas kilala bilang Polytechnic University of the Philippines (PUP) Charter..
Para kay Tulfo, napapanahon nang isulong ang modernisasyon ng pamantasang higit na kilala bilang kanlungan ng mga maralitang mag-aaral, para maitaas ang antas ng edukasyon sa ilalim ng makabagong panahon.
“These measures are driven by the fundamental goal of elevating the quality of education and nurturing academic excellence within PUP,” sabi pa ng ranking House official kung saan co-authors niya sa iniakdang HB 9060 sina ACT-CIS partylist Reps. Edvic Yap at Jocelyn Tulfo at Quezon City 2nd District Rep. Ralph Tulfo.
“The proposed changes are intended to ensure that the PUP remains a relevant and effective institution, committed to high-quality education, innovation, and socio-economic development,” dugtong pa ni Tulfo.
Giit ng mga mambabatas, ang PD 1341 na nagbigay-daan sa pagtatatag ng PUP noong taong 1978 ay nangangailangan ng pagbabago para makatugon sa umuusbong na educational landscape.
Sa ilalim ng HB 9060, target maglaan ng P80 bilyon para sa PUP – bukod pa sa taunang alokasyon sa mga tinaguriang state colleges and universities (SCU).
Nakasaad din ang pagkakaloob ng hindi bababa sa P100 milyon bilang bilang paunang pondo sa unang tatlong taon ng implementasyon ng isinusulong na panukala.
“Along with its elevated status as the country’s first national polytechnic university, the University will aid support to other polytechnic state universities and colleges to raise the bar by having the former serve as the latter’s guide in the development and delivery of professional and technical programs,” saad sa isang bahagi ng HB 9060.
“Our goal is for PUP to be able to provide higher occupational, technical and professional instructions and training in the fields of engineering and architecture, applied sciences, accountancy, law, education, business and management.”
