PINALAWIG pa ng Senado ang suportang pananalapi ng Philippine Amusement and Gaming Corporation (PAGCOR) sa National Child Development Centers (NCDC) ng panibagong limang taon.
Katwiran ni Sen. Sonny Angara, lubhang mahalaga ang programa para ihanda ang kabataan sa pagpasok sa pormal na edukasyon.
Sa pahayag, sinabi ni Angara na pangunahing probisyon ng Republic Act 10410 (Early Years Act of 2013) ang pagtatayo ng NCDC ng mas maraming Early Childhood Care and Development Council na mas kilala sa pinaikling tawag na daycare centers.
Ayon sa pangunahing may-akda ng nasabing batas, angkop lang na isulong ang education-oriented institutions para sa mga kabataang edad zero hanggang apat na taon.
“The objective of this law is to prepare very young children for their entry into school. Through the NCDCs, we have improved the health and nutrition of these children and reduced the rate of dropouts in school,” ayon kay Angara.
Sa pagtatapos ng 2023, iniulat ng ECCDC na nakalikha ang batas ng 878 daycare centers sa buong bansa – katumbas ng 51% ng kabuuang bilang ng mga lalawigan, lungsod at munisipalidad sa buong bansa.
Bukod sa regular na badyet mula sa pambansang pamahalaan, nakakatanggap din ang ECCDC ng mahigit P500 milyon kada taon sa PAGCOR sa paglikha ng mga daycare centers.
“We still have a ways to go in converting the day care centers to NCDCs and establishing more of these facilities for our children in all parts of the country. Sadly, the mandatory contributions of PAGCOR to this program ended in 2018. PAGCOR has played a huge role in the implementation of the Early Years Act and we would like to see the continuation of its contributions to the development of our children,” ayon kay Angara.
Sa ilalim ng RA 10410 na isinabatas noong 2013, tumataginting na P500 milyon kada taon ang kailangan ilaan ng PAGCOR para sa paglikha ng NCDCs – bagay na target ng senador na itaas sa antas na isang bilyon kada taon sa susunod na limang taon.
Nakatakda din sa panukala ang paglikha ng Provincial Early Childhood Care and Development Office sa lahat ng lalawigan upang matiyak ang implementasyon ng programa.
“To strengthen local government support and coordination towards the effective delivery of ECCD programs and services, the bill proposes to include the Department of the Interior and Local Government in the Governing Board of the ECCD Council,” ayon sa panukala ni Angara na siya ring lumikha ng Free Kindergarten Law.
