KUNG may dapat managot sa pagpasok ng mga private resort sa loob ng Chocolate Hills protected area sa Bohol, yun ang regional office ng Department of Environment and Natural Resources (DENR).
Sa pagdinig ng Senado kaugnay ng bulilyaso, lumalabas na ang DENR regional office ang nagbigay hugyat para aprubahan ang pagtatayo ng Captain’s Peak Resort at dalawang iba pang pribadong establisyemento sa munisipalidad ng Sagbayan ng naturang lalawigan.
Kinastigo rin ni Senador Cynthia Villar ang DENR regional office sa kabiguan ng nasabing tanggapan ipatupad ang batas laban sa paninira ng kalikasan.
“The regional offices of the Department of Environment and Natural Resources (DENR) seem to be remiss in their duty to preserve the country’s protected areas such as the Chocolate Hills Natural Monument in Bohol and Mount Apo Natural Park in North Cotabato, Davao del Sur and Davao City,” ayon kay Villar.
Bukod sa Chocolate Hills, kabilang sa target talupan ng Senado ang mga insidente ng paninira at panghihimasok ng residente sa Mt. Apo National Park at iba pang protected areas sa kabila ng batas na nagbabawal pagpasok at pagtatayo ng anumang istruktura sa loob ng protected area.
“Isa ang DENR regional offices sa ilang weak links” ng departamento sa pagpapatupad ng protection mechanism,” ani Villar.
Hirit pa ng senador, hindi maikakaila ang katampalasan ng DENR lalo pa’t ang kagawaran ay may kinatawan sa Protected Area Management Board (PAMB) kung saan ang departamento mismo ang ang nagtatakda ng adyenda sa mga pagpupulong.
“While the Philippine government has established a robust framework of policies, laws and regulations for the protection of our protected areas, there appears to be a deficiency in their implementation. Therefore, there is a need for greater efforts from those responsible to protect them, as well as from all of us Filipinos, to safeguard our protected areas,” dugtong ng senador.
Kasabay nito, kinastigo din ni Senador Nancy Binay, unang pumuna sa itinayong private resort sa Chocolate Hills, ang Captain’s Peak Private Resort na nakatayo sa paanan at pagitan ng dalawang burol na itinuturing na natural monument.
Panawagan ni Binay sa DENR – gibain ang mga istrukturang itinayo sa loob ng protected area.
Isa ang Chocolate Hills sa mga deklaradong protected areas at kinilala bilang unang global geopark by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
“Our Chocolate Hills are more than just a tourist destination. It is a UNESCO site and a protected area. They deserve to be taken care of because they play a crucial role in our conservation efforts, utilization and management of our natural genetic resources,” giit ni Binay.
