APAT na taon matapos sampahan ng reklamo, tuluyan nang sinibak sa pwesto ng Office of the Ombudsman ang gobernador ng lalawigan ng Albay.
Sa isang kalatas, hinatulang “guilty” sa kasong grave misconduct si Albay Governor Edcel Greco Alexander “Grex” Lagman na umano’y tumanggap ng pera mula sa “jueteng” operators noong panahong siya’y bise-gobernador pa lang.
Gayunpaman, ibinasura ng Ombudsman ang kasong dishonesty at neglect of duty dahil sa kawalan ng sapat na ebidensya.
Nag-ugat ang kaso sa reklamong isinampa noong Pebrero 2024 ng isang Alwin Nimo na aminadong kasador ng mga bangkero sa likod ng jueteng operations sa Albay.
Base sa testimonya ng nagreklamo, taong 2019 nang pakiusapan umano siya ni Lagman kumontak ng jueteng financier sa nasasakupang lalawigan.
“Respondent asked that, in exchange for protection, he would receive his regular payola and that the complainant would act as his conduit or ‘bagman’,” saad sa isang bahagi ng desisyon.
“The protection, as complainant alleged, is the promise that respondent and his colleagues in the Sangguniang Panlalawigan would ‘look the other way and… refrain from using their investigative powers from inquiring into the known proliferation of Jueteng in Albay’,” dagdag pa ng anti-graft court.
Tumanggap umano ng P60,000 si Lagman bilang “weekly protection money.” Si Nimo umano ang naghahatid ng payola direkta kay Lagman at kung minsan ay sa driver nito.
“This Office finds the respondent had been animated by a corrupt motive to benefit from illegal gambling. His corrupt actions were willful and done with discernment. Corruption is pre¬sent when an official uses their position to gain a benefit for themselves or someone else, contrary to the duties or rights of others,” ayon sa desisyon.
Noong Oktubre 2024, sinuspinde ng Ombudsman si Lagman at natapos ito noong Abril 21.
