HINDI pa man nakakalusot sa kontrobersyal na pamimili ng P200-milyong halaga ng manok at jumbo hotdog, muling bumida ang lalawigan ng Pampanga kaugnay naman ng paggamit ng pondo ng gobyerno para pasahurin ang mga gwardyang nagbabantay sa bahay at hacienda ng mga opisyal ng lalawigan.
Partikular na tinukoy ng Commission on Audit (COA) ang mga department heads at provincial board members (bokal) na di umano’y sangkot sa anomalya, kung saan pinalalabas na ‘administrative aides’ ng kani-kanilang tanggapan ang mga indibidwal na tumatanggap ng P22,000 buwanang sahod.
Batay sa 2022 annual audit sa lalawigan ng Pampanga, nadiskubre ng COA na hindi sa kapitolyo – kundi sa bahay ng mga department heads at hacienda ng mga bokal nagtatrabaho ang mga naturang ‘empleyado.’
Sabit din anila ang 12 legislative staff na nasa ilalim ng Sangguniang Panlalawigan ng Pampanga at 13 executive assistant na nakatalaga sa iba’t ibang departamento sa kapitolyo.
Ayon sa COA, tumatanggap ng P66,800 buwanang sahod ang 25 legislative staff at executive assistants na pawang walang career service eligibility mula sa Civil Service Commission (CSC).
“All of these Pampanga employees hold SG 22 positions. Based on the documents submitted, it showed that all of the 25 employees were not qualified for the positions based on minimum requirements,” ayon pa sa COA.
“The functions of the local legislative officers are very technical in nature which include preparations of committee reports, coordination, preparation and dissemination of information or communication, and conduct of research on matters related to the functions of the committee,” diin ng state auditor.
Sa imbestigasyon, lumalabas na ‘padrino system’ ang pinaiiral sa naturang lalawigan kung saan di umano ginagantimpalaan ng ‘trabaho’ sa kapitolyo ang mga kaalyado sa pulitika at mga tumulong sa kampanya.
“Our interview with 544 sample employees in various offices also showed familiarity with certain elective officials. Some employees responded that they had served as campaign managers and poll watchers during the election while others are relatives or family members of the appointing officials,” pagtatapat ng audit team ng COA.
Binalaan rin ng COA ang mga opisyales ng pamahalaang panlalawigan ng Pampanga laban sa anila’y nepotismo o ang pagkuha ng mga kaanak – “Some Board Members directly hired their own children or siblings although their qualifications did not meet the requirement. We respect the elected officials’ right to choose their personal and trusted staff. However, nepotism favors relatives regardless if others or anyone who might be more qualified.”
Duda rin ang COA sa payroll ng mga empleyadong pasok sa kategorya ng ‘job order’ (JO) – “Verification of monthly payroll of job order personnel assigned to the Sangguniang Panlalawigan and other various offices …disclosed the absence of accomplishment reports for the completed tasks/activities based on the purpose of hiring.”
