SA isang pambihirang pagkakataon, isang panukala ang inihain sa Senado – libreng pasador para sa mga dalagitang estudyante sa mga pampublikong paaralan.
Sa paghahain ng Senate Bill 2658 (Free Menstrual Products Bill) ni Senador Sonny Angara, target ng may-akda tugunan ang pangangailangan ng mga maralitang kababaihang nag-aaral sa mga public schools, bilang bahagi ng tinatawag na “women empowerment.”
Para kay Angara, hindi angkop na isantabi ang “health and hygiene” ng mga mga Eba ng makabagong panahon lalo pa aniya’t di na rin matatawaran ang ambag ng naturang sektor.
“But with the country having a population of close to 120 million people, including more than 34 million adolescent girls and women of child-bearing age, it is only proper for the government to ensure their rights to proper health care is protected,” ayon kay Angara.
Aniya, isang “pivotal stage” sa pagdadalaga ang buwanang regla.
Base sa pag-aaral ng Humanist Alliance Philippines (HAPI), isang civil society organization, 74 percent ng kababaihan mula sa edad 14 hanggang 30 ang hindi nakakapasok sa trabaho o klase sanhi ng kawalan ng hygiene products, banggit ng senador.
Tinukoy pa ng mambabatas na tubong Aurora ang isa sa mga tampok sa isinagawang pag-aaral ng naturang grupo – na napapahiya ang kababaihan at kabataan na umalis ng kanilang tahanan nang walang hygiene products.
“Therefore, it is only proper to address ‘period poverty’ or the limited access to or affordability of menstrual health and hygiene services and products that pose serious health risks, particularly reproductive and urinary tract infections among other complications. The prevalence of these illnesses can be prevented through the promotion of menstrual hygiene,” ayon kay Angara sa explanatory ng panukala.
“Hence, this measure seeks to provide free menstrual health and hygiene products to indigent women nationwide and to girls enrolled in public schools to resolve the issue of the lack of access to sanitary items needed by Filipinas.”
Hangad aniya ng panukala na imulat ang mga kababaihang kabataan sa paggamit ng Philippine-made menstrual hygiene at health products para makatulong na rin sa domestic industry ng sanitary goods.
“As these items are considered as a necessity for women, this measure will improve the country’s human development and its local industries as well as implement the State’s policy on achieving gender equality, social dignity, and sustainable development,” pagtatapos ni Angara.
