NAPAPANAHON nang bumalangkas ng reporma ang Kongreso sa gitna ng lumalalang krisis sa sektor ng edukasyon.
Sa isang kalatas, partikular na tinukoy ni Tingog partylist Rep. Jude Acidre na tumatayong chairman ng House Committee on Higher and Technical Education, ang datos na nagpapakita ng mabilis na pagdami ng bilang ng mga “college dropouts”
Para kay Acidre, marapat lamang magpatupad ng reporma sa higher education system ng bansa.
Gayunpaman, nilinaw ng kongresista na hindi limitado sa reporma ang kailangan ng sektor ng edukasyon, kasabay ng giit sa tinawag niyang “moral responsibility.”
“It embodies our commitment that no Filipino will be left behind. Every policy we craft, every program we support, every project we pursue, must always be anchored on them whose futures depend on the choices we make today,” wika ng House panel head.
Ayon kay Acidre, ang pagkakaroon ng oportunidad na makapag-aral ay hindi sapat dahil kailangang din tiyakin ang suporta sa mga mag-aaral hanggang sa makatapos, makapagtrabaho at magkaroon ng magandang kinabukasan.
Base sa datos na nakalap ng Tingog partylist congressman, apat sa 10 estudyante sa kolehiyo ang hindi naka-graduate. Kabilang sa mga ipinrisintang datos ang 93.4 percent dropout rate sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), 60.7 percent dropout rate sa Region VII 59.5 percent dropout rate sa Region IX at 54.9 percent dropout rate sa Cordillera Administrative Region (CAR).
Bilang solusyon, iminungkahi ni Acidre isulong ang legislative priorities batay sa pag-aaral ng EDCOM.
“First, amendments to RA 10931 on the implementation of the Tertiary Education Subsidy; second, a bill that champions student welfare and support; and third, a bill that operationalizes the constitutionally-enshrined complementarity between public and private education institutions,” paglalahad ng mambabatas.
“Let us work together to make higher education a right for all, not a privilege for the few. Let us guarantee that no Filipino learner is left behind,” wakas na pahayag ni Acidre. (ROMEO ALLAN BUTUYAN II)
